CNN.com reports that for more than 6 months now, lawmakers have been aware of the need to raise the $14.3 trillion debt ceiling.  That is the U.S. legal borrowing limit.  The Treasury has been urging lawmakers to raise the ceiling since January.  But partisan bickering and incivility have sabotaged negotiations.  Read More:
