Neighbors near Castor and Crosstimbers in northeast Houston blamed the city of Houston for their flooding woes Friday as they fought rising water that seeped into their homes.

Several residents said they saw a foot and a half of water in their front yards and at least four or five houses on the block saw heavy flooding.

One woman said she blames a city drainage problem.

“I can’t get out and the water comes up underneath the floor because it’s up so high,” said Annie Nixon.
