HOUSTON (KTRK) — Houston police say they have charged the mother of a baby who was discovered dead in a dumpster in a southeast Houston apartment complex.
On December 28, 2010, at about 10:45am, a maintenance worker at the Windshire Apartments in the 4400 block of South Shaver discovered the newborn baby girl in a dumpster as he was taking the trash from one dumpster to another.
