According to Pulse of Radio,

President Obama will today (October 21st) address the computer problems that have plagued the rollout of sign-ups for the Affordable Care Act’s health exchanges at a White House event, and outline the steps that are being taken to fix them. Officials say they’ve been working around the clock to correct the problems, bringing in technology experts from both inside and outside the government. Staffing has also been increased at call centers by some 50 percent as the administration is encouraging more people to sign up over the phone as the website problems are worked on.

Also reports say that  only 500,000 have fully sign up for the Affordable Care Act on HealthCare.gov.
