According to KTRK,

Houston police are investigating after man found a newborn baby dumped in the trash at an apartment complex in southeast Houston.

Officers were called to the Windmall Lakes Reserve apartment complex at about 8:30am. Carlos, who works as a contractor at the complex, was moving stuff around in the trash bin in order to make room for more construction debris when he heard a noise. At first, he thought it might be an animal, but after further searching, he says he found a baby boy closed up inside a trash bag.

The baby was conscious and breathing. EMS crews were called the scene. The baby was taken to a nearby medical center for assessment and treatment. Children’s Protective Services has been notified.

Authorities are now investigating to try to find the baby’s mother. Officers are interviewing a 16-year-old girl at the complex after neighbors suggested she may be the mother.

This is just beyond sad.  We’re glad the baby is okay.
